Barking and Dagenham
PCT
In partnership with Barking, Havering and Redbridge NHS
Hospitals Trust, Barking and Dagenham PCT launched the new King George Heart
Failure Service on 1 August 2002. The service will be provided by a team of two
specialist nurses focusing upon the most vulnerable/high dependency heart
failure patients. Patients will have regular reviews and disease management
will be tailored to suit the individual and their condition. Patients will be
managed where it is most suitable for them, whether this is at home, hospital
or clinic.
PCT Board members have approved the business plan for a new
hospital in Romford, linking to its plans to treat more people in GP surgeries
and health centres rather than hospitals. In August, Havering Council granted
planning permission for the new £165m hospital to bring together the
surgical and medical services now provided at Harold Wood and Oldchurch
hospitals. The new hospital is expected to open in 2005.

Enfield and Haringey
PCTs
Competing against entries from around the world, local heath
services have won the Communicating Health Awards 2002 for Older People with
their efforts to reduce injuries from falls in the Barnet and Enfield area.
'Pharmacists can play an important role in preventing falls in older people'
was based on work with pharmacists, health and local authorities, voluntary and
private sector co-ordination to reduce the risks of falls and injuries
requiring hospital admission.
Mid Devon PCT
Mid Devon PCT
has finalised an £11 million private finance initiative (PFI) project to
build a new community hospital. It will become the first PFI hospital to be
built in the north and east Devon region. Construction work on the 70-bed
hospital at Tiverton is expected to begin in the next few weeks, and is likely
to last about 16 months.

Nottingham
Nottingham has
been chosen to pilot a national screening programme for chlamydia after cases
in the city rose 40% in three years. The city has one of the highest rates
outside London for infections in younger people.
Specialists are under
pressure to deal with the influx of cases and strategies are being developed to
deal with the situation. Nottingham is leading the way nationally by training a
consultant nurse who can work with doctors and specialists to reduce their
workload.
The pilot will be carried out at the Victoria Health Centre in
the city centre, which works closely with Nottingham City Hospitals GUM
clinic. It is because the clinic has been successful in identifying those at
risk, and treating youngsters, that Nottingham has been chosen as a pilot
site.
The other Chlamydia Pilot sites for this first phase of the
national screening programme are:

As part of the NHS Connect project,
which aims to give e-mail and internet access to all NHS staff by March 2003,
Newark and Sherwood PCT is to provide PCs to workplaces where appropriate, set
up cyber cafes in shared areas, and arrange workshops to fit in with everyone's
shift patterns.

Erewash PCT
Ilkeston Community Hospital is to be
upgraded to become one of only ten Diagnostic and Treatment Centres in England.
Erewash PCT has been given almost £1m to develop the site so it can carry
out 1,600 more procedures each year along with 4,000 outpatient
appointments.
It will be able to offer up to 17 day case procedures,
including keyhole chest surgery, minor breast cancer removal, eye lid surgery,
plastic reconstruction of the nose and removal of impacted wisdom teeth. Work
will take around nine months and the unit should be fully operational by spring
next year.
Nottingham City PCT
The PCT is setting up a
pilot Expert Patient Programme which aims to help people manage their blood
pressure and so improve their quality of life. It is focused, initially on
Afro-Caribbean patients with hypertension because the incidence of the
condition in this community is significantly higher than the national
average.
Sheffield South East PCT
A new health service is
to be launched in Sheffield to help more than 2,300 asylum-seekers, and relieve
pressure on the city's GPs. South East Primary Care Trust is setting up a
'satellite' service in September to provide screening and health care services.
A doctor, a nurse, health visitors and family support workers will work with
asylum-seekers, who often have very specialist health needs that GPs would not
normally see.
North East Lincolnshire PCT
The PCT
welcomed the news that they are to receive an additional £400,000 of
funding to support the delivery of one-stop Primary Care Centres in the local
area. The development of Primary Care Centres is a key part of the PCT's Estate
Strategy. This latest announcement builds on work already done as part of the
Estate Strategy and plans are already in place for a Primary Care Centre in
Immingham. The news paves the way for further modern, purpose-built centres in
North East Lincolnshire.
Lancashire Teaching Hospitals NHS
Trust
On 1st August 2002, the Chorley and South Ribble NHS Trust and
the Preston Acute Hospitals NHS Trust merged to become the Lancashire Teaching
Hospitals NHS Trust. The Trust provides the full range of acute outpatient and
inpatient services to 380,000 people living in Central Lancashire. It also
provides specialist services to 1.5 million people in the Lancashire and South
Cumbria area.
Ashton, Leigh and Wigan PCT
The PCT has
been granted pilot status to work with local pharmacies to provide a greater
range of services. David Lammy MP (Parliamentary under Secretary of State for
Health), has reached decisions on the first tranche of proposals for Local
Pharmaceutical Services (LPS). Nine proposals in all were received by the June
28 deadline, and Ashton, Leigh and Wigan PCT is one of only three sites in the
country to be chosen to run LPS in the North West, with 3 pharmacies in Ashton,
Hindley and Newtown being involved by the end of 2002.
Heart of
Birmingham PCT
The PCT has commissioned a half hour Bollywood film
to promote information about AIDS and HIV among its Asian population. The film
cost £20,000, was made in Bombay and features songs by top Indian singer
Kumar Sanu. The cost of treating one person with HIV for a single year exceeds
£25,000.
Scotland
NHS
Glasgow
A £700 million modernisation plan for Glasgow
hospitals has been given the go-ahead. The Greater Glasgow Acute Services
Review will mean investment in the five sites across the city at the Southern
General, Victoria Infirmary, Glasgow Royal Infirmary, Gartnavel General and
Stobhill Hospitals.
The new strategy will see:
- In-patient services provided at a re-developed
Glasgow Royal and Gartnavel General as well as a major new development at the
Southern General
- Substantial investment and development of two new
Ambulatory Care Hospitals at Victoria Infirmary and Stobhill Hospital. Both
sites will have £60 million of investment in upgrading and modernisation.
This will mean patients will still be able to access 85 per cent of acute
services currently available
- Two full Accident and Emergency units provided at
Glasgow Royal Infirmary and the Southern General. Trauma and orthopaedic
in-patient services will also be provided from these two hospitals
- Three in-patient sites will provide acute receiving
services at Glasgow Royal, Southern General and Gartnavel hospitals
- Orthopaedic out-patient, day case services and Minor
Injury Units will be provided at all five sites
- Paediatric A and E and emergency services will be
provided from the Royal Hospital for Sick Children at Yorkhill
New clinical effectiveness
body
The Executive published its response today to the consultation
on integrating Scotland's three clinical effectiveness bodies, agreeing to
establish one body - the Quality and Standards Board for Health in
Scotland.
The Quality Standards Board for Health in Scotland will be
established as a special health board. Health Minister Malcolm Chisholm
stressed that the new body will be independent and will respond to public
concerns. The new body will integrate the three existing organisations: the
Clinical Standards Board for Scotland, Health Technology Board for Scotland,
and Scottish Health Advisory Service. The new body will focus on improving the
quality of patient care and the health of patients. It will have a particular
emphasis on the quality of care and the patient journey for vulnerable
groups.
The Chairman of the new Board will be announced in September and
appointments to the board will follow shortly afterwards.

Free
eye-screening
The Welsh Assembly Government is introducing a
pioneering free eye-screening examination across Wales to help people who
suffer from diabetes, announced Health and Social Services Minister Jane Hutt.
The examination will be available to people with diabetes who are registered
with a GP practice in Wales and will detect signs of 'diabetic retinopathy'
which, if untreated, can eventually lead to blindness. This will be the first
scheme of its kind in the UK.

New Mental Health Service for Cardiff. Comments on this document are
invited by 25 October 2002.
Northern
Ireland
Extension of Consultation Period
Bairbre de Brun, Minister for Health, Social Services and Public
Safety has decided to extend the consultation period on Developing Better
Services: Modernising Hospitals and Reforming Structures. In response to
representations from a significant number of those consulted, Ms de Brun has
extended the consultation period by almost five weeks until 31 October 2002.
The consultation paper, which was launched by the Minister on 12 June 2002,
contains a wide range of proposals to modernise hospital services and reform
the structures of the Health and Social Services.
